Summary: The Senior Product Manager will provide strategic product management services for the Health and Human Services Delivery Center, focusing on the HR1 initiative. This role involves collaborating with stakeholders to develop a product roadmap, manage digital products, and facilitate the implementation of technology and design changes. The position requires leading cross-functional teams and ensuring alignment with program goals while translating policy into impactful digital solutions. The role is remote with some onsite meetings required in Pennsylvania.
Key Responsibilities:
- Provide strategic product management services for the HR1 initiative, collaborating with stakeholders to plan a product roadmap and execute changes.
- Drive and execute a strategic product roadmap for HHS to meet HR1 mandates, aligning with program goals.
- Facilitate the development of business/functional/systems requirements and process models during project planning and change management.
- Ensure alignment and define success measures for projects/technical solutions in relation to program goals.
- Lead cross-functional project teams to research problems, assess opportunities, and execute implementation plans.
- Serve as a liaison between business and IT groups, collaborating with various teams to drive the product development lifecycle.
- Translate policy and administration goals into impactful digital product solutions for PA residents.
- Develop and implement policies, procedures, and standards to improve quality and efficiency.
- Synthesize research findings into actionable recommendations for team and executive audiences.
- Utilize user research and analytics to drive product decisions and set priorities.
Key Skills:
- At least 5 years of experience in technical or strategic product management.
- Experience communicating with non-technical audiences and capacity building with staff new to agile and user-centered design.
- Experience leading or managing complex technical products involving legacy systems and complex data structures.
- Experience leading cross-functional teams in government contexts.
- Excellent oral, written, and visual communication skills.

- Senior Product Manager to provide strategic product management services to the Health and Human Services Delivery Center for the HR1 initiative. This position collaborates with stakeholders to better understand and plan a product roadmap and strategy, and to execute changes needed to implement HR1 requirements. This position manages digital products connecting millions of Pennsylvanians to health and human services and benefits. This person will join the team at the time of major transformation of technology, design, and experience management.
- This role will drive, refine and execute a strategic product roadmap for HHS to meet the HR1 mandates in partnership with stakeholders across the Commonwealth at DHS and externally. Mapping out the vision for the product, identifying key milestones, and aligning them with program goals, while improving business and system operations.
- This role will facilitate the development of business/functional/systems requirements and process models through interviews, document analysis, workshops, and other tools during project planning activities and through the change management process.
- Ensures alignment and defines success measures for projects/technical solutions in relation to the current program goals and strategies.
- Leads cross functional project teams to research and define problems, assess potential opportunities and impacts, align on success measures, and execute implementation plans for new projects. Coordinating efforts and driving alignment towards common objectives across various teams.
- Serves as a liaison between business and IT groups, including vendors. Collaborating with design, technology, data, and other internal and external teams to drive the product development lifecycle.
- Keep abreast of and translate policy and administration goals into digital product solutions that create meaningful impact for PA residents and administering social service agencies
- Develops or revises and implements policies, procedures, and standards to improve quality, efficiency, and cost savings.
- Synthesizes research findings and insights into actionable recommendations and delivers them in high quality deliverables for team and executive level audiences.
