Summary:
The client has issued a request for a Senior PeopleSoft Billing Analyst to support a PeopleSoft FSCM 9.2 Billing implementation with strong focus on the flow between Customer Contracts, Billing, and Accounts Receivable. This role handles requirements gathering, fit-gap analysis, functional setup, end-to-end testing, and third-party interface validation. The ideal candidate brings deep PeopleSoft Financials implementation experience, specifically with FSCM 9.2 Billing.
Responsibilities include (but are not limited to):
Gather requirements, perform fit-gap analysis, and support functional setup for PeopleSoft FSCM 9.2 Billing implementations.

Minimum Candidate Characteristics:
8+ years of experience as a Functional Business Analyst on PeopleSoft FSCM implementation projects.
8+ years of hands-on experience with PeopleSoft FSCM 9.2 Billing, including understanding of Customer Contracts and Accounts Receivable flow.
8+ years performing end-to-end system integration and external interface testing in enterprise Financials environments.
Exceptional Candidate Characteristics:
Experience with an HHS agency.
Experience working in public sector environments such as federal, state, or local government.
Experience with CPA CAPPS Financials in a Texas government setting.

Responsibilities:
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
The candidate must have hands-on experience implementing PeopleSoft FSCM 9.2 Billing, with an understanding of the flow between the Customer Contracts and Accounts Receivable modules as a functional analyst. The implementation work requires gathering requirements, conducting fit-gap analysis, setting up the system, and performing end-to-end business process testing with converted data and third-party interface systems.
The qualified candidate must possess strong written and verbal communication skills and the ability to work effectively with a large team.
Other duties include documentation, supporting training efforts, and other project tasks as needed. Some off-hours may be required depending on the project phase.

8 Years of Experience as a Functional Business Analyst on PeopleSoft Financials and Supply Chain Management (FSCM) on implementation efforts

8 Years of Experience in performing hands-on end-to-end system integration and external interface testing
8 Years of (at least 4) Experience with Microsoft O365 applications (Word, Excel, PowerPoint, Visio)
