Summary: The Agile Delivery Manager role at HMRC focuses on enhancing delivery models for digital transformation projects within government. Key Responsibilities:

  • Lead discovery and assessment of current delivery models, identifying opportunities for improvement.
  • Recommend and embed an optimised delivery approach incorporating Agile, Lean, and DevOps practices.

  • Provide expert consultancy on complex change and organisational transformation.
  • Facilitate the creation of meaningful metrics for decision making and continuous improvement.
  • Support teams in integrating SaaS solutions and managing vendor interactions.

Key Responsibilities

  • Shaping & Evolving the Delivery Model
  • Lead a discovery and assessment of the current delivery model in a high priority area, identifying opportunities to improve flow, predictability, and value realisation.
  • Recommend and embed an optimised delivery approach that incorporates Agile, Lean, and DevOps aligned practices.
  • Ensure the delivery model aligns with a modern technology strategy, particularly where SaaS solutions, cloud native services, and external vendor models are part of the ecosystem.
  • Coaching, Culture & Ways of Working
  • Coach individuals, teams, and senior leaders to develop situational awareness, autonomy, and high performing behaviours.
  • Unlock intrinsic motivation within teams, enabling staff to drive their own change through experimentation, continuous learning, and shared ownership.
  • Role model and champion Agile values and principles, encouraging an iterative, outcome focused mindset and reducing reliance on rigid, fixed plan delivery.
  • Build psychological safety and healthy interteam dynamics while supporting leaders to adopt a servant leadership stance.
  • Practice Leadership & Organisational Transformation
  • Provide expert internal consultancy on complex change and organisational level transformation.
  • Teach the organisation how to design and run effective transformation programmes, grounded in experience and industry best practice.
  • Input into strategic discussions on how we deliver digital services at scale and at pace, sharing accountability with senior leadership to drive change
  • Contribute to the development of Agile practice standards and Communities of Practice across digital professions.
  • SaaS, Release Management & Technical Alignment
  • Bring hands on experience of release management, coordinating releases in environments that require governance, safety, and pace.
  • Work with technical teams and product owners to ensure release pipelines and change processes support iterative delivery and rapid feedback loops.
  • Support teams to effectively integrate SaaS solutions, manage vendor interactions, and adapt Agile practices to environments with externally controlled components.
  • Insight, Risk & Continuous Improvement
  • Facilitate and influence the creation of meaningful metrics, balancing outcome, flow, quality, and customer value and support teams to use these for decision making.
  • Identify systemic impediments across teams and programmes, enabling their removal or mitigation at the appropriate level.
  • Challenge existing practices and introduce new ways of working that encourage collaboration, experimentation, and continuous improvement.

Essential Skills & Experience

  • Extensive experience coaching in complex or regulated environments.
  • Experience leading Agile transformation at organisational scale
  • Deep, practical knowledge of Agile frameworks (Scrum, Kanban, SAFe, XP, Lean).
  • Demonstrable experience supporting largescale or high risk delivery initiatives.
  • Experience with SaaS based delivery, cloud platforms, or mixed inhouse/vendor models.
  • Hands on release management experience (e.g., phased, continuous delivery, controlled deployments).
  • Proven ability to influence and coach senior leaders, enabling cultural and behavioural change.
  • Strong facilitation, mentoring, teaching, and conflict resolution skills.
  • Ability to tailor Agile approaches to organisational context and constraints.

Desirable

  • Advanced Agile certifications (PSM II/III, PKS/KMP, ICPACC, ICPATF).
  • Experience with DevOps practices and tooling.
  • Experience with digital governance frameworks or government delivery environments.
